Behind Ottawa’s neighbourhoods: The role of BIAs

Ottawa is a big city, and like all big cities, it relies on public investment to deliver essential services such as transit, roads, public safety, parks, and infrastructure that keep the city moving. But what often goes unseen is the important role local business communities play in shaping the neighbourhoods we know and love.

Across Ottawa, Business Improvement Areas (BIAs) are led by local business owners who are deeply invested in the places where they work, hire, and serve their communities. BIAs are designated as Local Boards of the City of Ottawa and are governed by volunteer boards made up of local commercial taxpayers. These business communities choose to invest directly back into their main streets and business districts, in addition to the commercial property taxes they already pay.

BIAs exist to strengthen local economies and create vibrant, welcoming places. They do this in many ways. They beautify streetscapes, organize events and festivals, support local marketing and promotions, advocate for businesses, and work closely with the City and community partners to address local challenges. From banners and planters to street activations, patios, lighting, and public art, BIAs help turn streets into places where people want to spend time.

In a city as geographically large and diverse as Ottawa, BIAs also play a critical connective role. Each BIA reflects the unique character of its neighbourhood, whether urban, suburban, rural, historic, or industrial, while sharing a common goal of building strong local economies that support jobs, entrepreneurship, and community life.

Most importantly, BIAs are driven by people who know their neighbourhoods best. Local business owners understand what works on their street, what their customers need, and where targeted investment can make the biggest impact. Their contributions are both financial and personal, including time, expertise, and leadership, all focused on improving the places they call home.

OCOBIA, the Ottawa Coalition of Business Improvement Areas, represents and supports this collective effort. Together, Ottawa’s BIAs demonstrate the power of local investment, collaboration, and pride of place. They remind us that while cities provide the framework, local business communities help bring neighbourhoods to life, one main street at a time.
