Understanding Business Improvement Areas
A Business Improvement Area (BIA) is created when local business and commercial property owners come together to invest in and strengthen their community. BIAs operate under the Ontario Municipal Act and require approval by municipal by-law. Once formed, a BIA is managed by a board of management of the City of Ottawa and guided by local businesses’ collective vision.
BIAs play a crucial role in revitalizing urban areas, driving foot traffic, and creating a sense of community pride. OCOBIA works with neighbourhood groups across Ottawa that are interested in learning more about the BIA formation process. From resources and planning support to advocacy and letters of endorsement, we are here to help new BIAs take shape.
Steps to Establish a Business Improvement Area
Follow these steps to begin the formation process in your community:

Form a Steering Committee
Bring together interested business leaders, or use an existing business association, to lead the effort.

Develop a Strategic Plan
Define the mission, vision, and goals, along with a draft budget of the proposed BIA to determine levy rates.

Establish BIA Boundaries
Work with the City of Ottawa to set clear geographic boundaries for your Business Improvement Area.

Seek Municipal Approval
Submit your proposal to the City of Ottawa for by-law approval under Section 204 of the Ontario Municipal Act.
